Know your Responsibilities Flyer for Landlords (HB1217)

Please see the State Attorney General’s “Consumer Alert on the implementation of HB 1217 that went into effect on May 7, 2025.  This information impacts Residential Landlord & Tenant Act (59.18 RCW) and the Manufactured Housing Landlord & Tenant Act (59.20 RCW).

The rent increase from December 31, 2025, is 10%, however, January 1, 2026, and December 31, 2026, is 9.683% for the Residential Landlord & Tenant Act.

The increase in manufactured housing is 5% during any 12-month period.  See “WA State rent and fee increase notice” form.

Also, there are rules for changes in the L&T law to include:

  • Lease parity
  • Move in fees and security deposits.
  • Late fee limits
  • Utilities included in rent
  • Reporting tenants to tenant screening services.

This Attorney General message should be circulated to all interested parties to avoid penalties up to $7,500.
